See any of the recent Cygwin package announcements for that answer. For
instance:

Also, finding the package containing a program can be answered by searching
the Cygwin packages for that program. That search can be performed here:

<http://cygwin.com/packages/>

Or just fire up "setup*.exe" and search once you get to the package
screen. Of course, using "setup*.exe" to do the searching, while arguably
more convenient, means that you're restricted to searching a single
architecture. The web page gives you search access to both.

You're confusing the Cygwin itself with package availability.
Cygwin itself is API compatibility layer. Simplifying for clarity, it is
cygwin1.dll, and that's all.
Packages are provided for user convenience by a lot of people around the
globe, independently from Cygwin maintainers.

No, 64-bit Cygwin just has fewer packages than 32-bit.

You don't have to wonder what packages are available. Just use the package
search feature on the website:

I recommend you to use 32 bits version of cygwin,
if you want to have all packages available.

64 bits stuff is still pretty recent.

The package is gcc-java, it's just not listed in the missing packages list.
